I think that it isn't because no one has made it a big enough priority. In other words, let's teach children early-on in life that art is important, in school. Then they will see it as just a part of life, instead of as an add-on. Unfortunately in the US many schools cannot afford to have arts education programs. Many arts organizations have programs that are funded by private foundations to help supplement the financial part so that art can be part of schools, but still, there is no way to reach all the children unless our government makes it a priority.

The government does not support the Arts.
Look at countries that do, like Sweden. It's everywhere.
