There is a great difference between The Ramones and The Sex Pistols.
The Ramones were actually a really good band, and being good allowed them to experiment to come up with their raw sound.
The Sex Pistols were not quite as good a band. About 90% of their fame came from their obscene lyrics, antics at interviews, and their general bad behavior. Their sound is more raw and rebellious than that of The Ramones simply because they were not as good in the musician department.
Give them both a listen, and by a listen I mean listen to a whole album. I like them both, but I do not find that I can listen to all of a Sex Pistols album, because it's just so much nonsense. The Ramones, on the other hand, are very listenable. As I mentioned above, a lot of The Sex Pistols fame came from their behavior. The Ramones were rowdy, too, but they were, on the whole, much better musicians.
You might be interested to know, since you are asking about Punk bands, that one of the leading Punk bands of all time is The Clash. They don't have as raw and edgy a sound, but they were excellent musicians, and they completely understood the ideals of the Punk movement. Essentially, it was a counterstrike against the self-satisfied establishment of the mid and late 70s. The music, and especially the music of The Clash, was very political, and was a running commentary on the decadence of the age. So pick The Ramones or The Sex Pistols by what your ears and common sense tell you if you are looking for rebellion. Just remember that The Clash did the same thing, did it just as well, and did it with music you can actually sing along and dance to.

I enjoy both bands, especially the Ramones. They both play in a frenzied manner & I don't think the Ramones had many songs longer than a couple minutes simply b/c they go through them so fast. They're both actually pretty funny to listen to (this is not meant as derogatory) but the Ramones are more light-hearted & clever while the Pistols are going for shock effects & their vocal style is deliberately snarling.
One obvious difference is the accents-- The Ramones are a US band while the Pistols are from the UK. Now that I'm thinking of various tunes from both bands, the Ramones are more diverse & are probably more serious about their art.

The leader of the Sex Pistols I couldn't stand his voice. I love the Ramones but all the music sounded the same to me.

The Ramones sounds like a bunch of guys that never learned to play their instruments. The Sex Pistols sound like drunk Englishmen torturing chickens.
I prefer the Ramones, but that doesn't say much.

Ramones have their act together more then the sex pistols.
They don't sound the same. you need to open your ears.
