Best can mean different things to different people. If price is the most important thing, then probably Cruise America. If quality of product is important...meaning a newer & cleaner vehicle (all the national companies allow smoking and pets...makes for nice interior smells) and a better equipped vehicle is important, then the national companies are not the ones for you. The national companies will generally keep their vehicles 3-5 years, while on the average, the local company only 1-2 years as a rule.

And, when & where did you want to rent? You might be living in an area that doesn't give you a lot of choices. If you're flying somewhere to pick-up a vehicle, then those choices might be completely different.
