This is really bugging me... where's the snow? it's under 32 degrees

Snow is created at high altitudes (in the clouds) before it drops down. It may not be cold enough or stable enough to freeze the water droplets in the clouds. When it freezes on the way down, it's freezing rain. When ice particles constantly moving up and down by turbulent winds in a frigid atmosphere, they increase in size and fall to the ground as hail. They are distinguished by the many ringed layers when cracked open.

this happened in my town mcalester oklahoma last year we go 3 or 4 inches of rain and it was below freezing outside the next day the power was out and there was 3 inches of ice all over the ground and the trees outside the power was out for a week. it turned out the air above us was above freezing so it all fell as rain and overnight froze as ice on the ground
