There are none now that welfare has been reformed. A person can not receive welfare more than 2 to 3 years maximum, depending on their state as to 2 or 3, in their lifetime. Note: that is not total.

Welfare was designed to help ppl who find themself in a crisis... say a woman with 2 children wakes one day to find her husband has been killed, etc... crisis situations. We need this safety net as a society.

With the new lifetime limit on the benefit, there is no way of abusing the system; therefore, there are no cons.

1) If you reward non-production (welfare) and penalize production (higher taxes) you will achieve MORE non-production.
2) America became the most productive nation on earth because it allowed those who were willing to work keep the fruits of their labor. We call it "Free Enterprise".
3) People must be self-reliant and NOT depend on the Government to take care of them. Almost everything the Government attempts to manage is operated inefficiently, is loaded with incompetence and corruption as well as wasteful spending, not to mention the huge drag added by every decision becoming a political debating issue.
4) The larger Government and higher taxes created by the increasing demands of the welfare recipients shifts power from the people to the central Federal Government (contrary to the desires of our brilliant Founding Fathers) and, since power corrupts, it invites TYRANNY. That is the BIGGEST problem. Welfare recipients turn over their personal responsibility to control their own lives to an all powerful potential dictatorship.
