Technically, it isn't okay to flirt on the job or use private customer information to try to hook up. That being said, it's very sweet and if you are interested back, I don't see why you shouldn't go for it.
People are nuts in this day and age, though, so exercise a little caution and get to know him a bit first by talking on the phone. (If you know his whole name, you could Google him, or check out http://www.dontdatehimgirl.com/ to see if someone has had a bad experience with him.)

He is not reliable. Things do not run so fast in real life. he might have done samething with so many attractive customerrs in the past too. A businessman knows one principle : Attract customers by all possible means including cheating & bluff. That's why a successful shopkeeper never talks rudely to even most unreasonable & illogical customer & always talks sweetly to make good rapport with everyone to maintain one's good reputation. Really he is neither crazy nor flirting. A woman with family knows better that such relations with a man out of her family is not good for future.

I'd be a little wary of him. That seemed an overly romantic thing to do.. that he was so swept up with you that he liberated your phone number from a file without your permission, but it's still kind of wrong somehow.
