Venezuela is the next important Hispanic country after Mexico because it has oil and it could be invaded like Iraq for the reason that it has a dictatorial form of government.

While Venezuela is enormously important, I would say Brazil which has a huge population, land mass and a growing impact on world affairs.

Costa Rica. 80% of Costa Rica's economy is upheld by investors and businesses with home offices there from the USA. Why? Costa Rica is a tax haven for USA corporations who put their headquarters there... means they do not have to pay American taxes.
