There have not been any recent "massive public protests"; hence, the idea that national policies have been created as a result of something that did not happen is nonsensical.

I presume this question relates to American government.

Contrast recent events with the time of the Viet Nam War in which massive public protest occured and played a major role in getting the US to withdraw it's forces from Viet Nam.
