Anything over 50% is considered a good approval rating. The country is very diverse in their politics, so no one will ever have a 100 percent approval rating.

But President Bush's dismal 28% approval is the lowest that I have seen.

He wasn't a President but Reich Chancellor Hitler had in the neighborhood of 80% of the vote in what historians regard as a free election. His popularity was so high that he was able to end elections. President Clinton remained popular after 21 Federal indictments and his subsequent impeachment. High popularity is not always a good thing.

It is also interesting that rarely is a strong leader popular as they make unpopular decisions because that is what they believe to be best. Churchill is an excellent example of this.

George Washington was elected with 100% of the votes..... I think that's as close as anyone has come to 100% approval.

although i've heard that hitler's approval rating in germany was at one point at 99% (although the polls were probably manipulated)
