In October of 2006 Bush said to George Stephanopolis, "The strategy in Iraq has never been stay the course."
That was in direct opposition to Bush's own recorded statements several times in advance of this. That makes it a false statement - aka a lie.
But that's just one minor example. As others have said, he lied numerous times about Iraq and WMDs. For example, in the State of the Union Address when he said that the British government had learned that Hussein had sought yellow cake, he knew that the CIA had debunked this claim and that's why he couched it as the British government had learned it, because the Brits were still unaware that the information was based on forgeries, and by saying that the Brits had learned it, he felt he was covered. But since he knew the claim was false, it's still a lie.
Then there are tons of flip-flops which mean one of the two contradictory positions he espoused was not his actual position, so he lied about it.
For example, he once said he had never seen evidence that the 9/11 attacks could have been prevented. His exact quote was, "I’ve seen no evidence today that said this country could have prevented the attack." But in defending his wireless surveillance program, he said, "It is said that prior to the attacks of September the 11th, our government failed to connect the dots of the conspiracy. … So to prevent another attack — based on authority given to me by the Constitution and by statute — I have authorized a terrorist surveillance program…" So which is it? Does he think the attacks could have been prevented had they had the surveillance program in place (and by the way, new evidence says they had the program before 9/11/01) or doesn't he?
Also, Bush vowed that if any member of his cabinet was shown to have leaked info on Valerie Plame, they would be fired. Well, Cheney still has a job and Karl Rove only recently quit.

Your first statement describes practically every leader of every country in history. However, nearly all have also done a lot of positive things, President GW Bush included. As far as lies, I doubt that any have made it to national politics without at least lies of omission. However, the concept that somehow a President, any President, would be able to pull the wool over the eyes of a Congress, especially in times when said Congress is idealistically split, is preposterous and it is amazing that so many believe the lie of the lie.

Of course this is the most secretive administration in the history of America why do you think that is? just a few lies, Iraq has wmd's every other nation screamed at us saying no they don't give the inspectors more time he didn't care what the international community said 2 he said that he wasn't illegally wire tapping American citizens just over seas calls, we have now found out that he has taped all citizens and saved this information, also he said that he was doing this to aid in the war on terror a phrase he started using after 9/11 but he has been illegally tapping BEFORE 9/11, He said "America does not torture" but he has waterboarded at least 4 people that we know about and that is torture

i don't think he has lied, he does not know the truth!
that is what is so dangerous about him.
he has great conviction and truly believes what he is doing is right. he has idiots for advisers and he has no clue as to what is actually happening here at home or in the world. he has no understanding of what he is doing or the consequences.
the reason he has not been impeached has nothing to do with lies. it is just the thought of Cheney as president
