Me. I used to pick up roadkill and keep the skulls if they weren't damaged. Really. I would just cut the head off with a hatchet and throw the rest of the body away.
But, usually I think it's the township or public works department.

Believe it or not city officials pick up road kill. It's a hazard. Some cities have designated dumping areas while other larger cities grind up the remains and make mulch. So granny has a green thumb and it appears her maters are possum ala king.
