I have a 6 workstation workgroup network all running Windows XP Pro. I need one to work as a DNS server for my VPN. What can I do without having a server flavor of Windows?

Well if you have a router, you have DNS server, its in the router!
SO all you really need to do is setup XP Pro to work as a VPN server. Here is a good tutorial everything you need is built into XP PRO! The only issue - its limited to ONE connection at a time on the VPN.

and a little better one

You can also get ROUTERS with VPN ENDPOINTs built into them, most of those will handle up to 50 connections.. Most Linksys advanced routers have this, you can also use the VPN software they have available.
Here is the Linksys with 8 ports and VPN
