The "Land of Milk and Honey" is indeed a Biblical reference referring to a land of great resources and riches, promised to the Israelites when they were wandering in Egypt without a true home.

Now it is an idiom which means a paradise, a land of great opportunity where everyone can prosper. The U.S. is seen as that country by many people living in poorer countries of the world.

My guess is that in order to have milk and honey you must have grass to feed cows and goats, and flowers to nourish bees. Neither condition was or is common in the Middle East.
