In the past, it was a song specifically intended as the B-side of a 45 RPM single. Typically, such songs weren't as well written and they were hastily thrown together to kill studio time and fill out a record. One of the most famous songs that falls into this category is "Na Na Hey Hey Kiss Him Goodbye" by Steam. It became a hit even though it was quickly thrown together during an all-night session and specifically designed to be so inferior that radio stations would recognize it as being a B-side and not play it.
