If you are referring to the Greek General Pericles, it is a system where the people decide each issue of governance rather than electing representatives to do so. Pericles gave a funeral oration on that very topic at the dedication of an Athenian burial ground during the Peloponnesian Wars. Abraham Lincoln borrowed a lot of the ideas contained in that oration for his Gettysburg Address.
