I say yes. Why should it matter what a sign says on a door? If you have to go, you have to go. Just knock before entering to make sure no one is inside.

Occupied: wait for it to become free.

Out of commission: knock, make sure the other one is clear, then use it. And be prepared to explain yourself when you come out, in case someone of the appropriate gender is waiting.

I don't know, but I would say that whether the consensus is yes or no, it should apply both ways. Some women follow a hypocritical trend where it's ok for women to use the gentlemen's room but not the reverse. That is just wrong.
