I need to relocate my family of four, (two teen aged kids) to northern califoria, which of these two cities has the lower crime rate, Stockton or Sacramento.
Name any other city if you wish.

Well, that all depends where you are going to work, so forth.

I live in Folsom, CA, which is suburb about 15 minutes out of Sacramento. A 10 minute drive to I 50, close to everything, close to the river, parks, etc...
I absolutley love it. Crime rate is low, as low as a suburban town in CA can get.
Personally I cannot stand Stockton. And yes, crime is high there. I hear things about robbings, shootings, school lock downs, and gangs daily on the local news here.

Both actually have fairly high crime rates. I think Stockton's is a little less, though... and the air isn't as bad as Sacramento's.

San Rafael and San Francisco both have low violent crime rates (some muggings, etc... but *very* few murders, rapes, etc...)... but are expensive.

All in all... don't worry about crime rates so much. I've lived in cities with really high crime (Chicago, St Louis... which ranks in the top 3, often #1, every year) rates and never had problems. A lot of it is media sensationalism.

I would go with Sacramento as my stepson lives
near Stockton and unless you live in a suburb there
is lots of crime and and gangs the schools in
Modesto & Salida are bad.
My stepson got into trouble and one arrest
at 17 just hanging out.....good luck
and talk to realtors alot and get them to
put in writing statistics of areas so you can
decide wisely Realtors usually do anything
for you...
