Global 'influence' is really just a polite way of saying 'fear.' The USA, Russia, or China could prettymuch nuke the world if it came to it, so that gives them some 'influence' since nobody wants to risk getting them quite angry enough to do so. The USA, the EU, and China have such huge economies that if anything went badly wrong with them the world economy could crash, that gives them some 'influence' since nobody would benefit from a global economic disaster. OPEC, and the USA (through a strong military presence) could (at suicideal cost to themselves) cut off a substantial portion of the world's oil suply, again, bringing global economy to it's knees. The USA, EU, Japan and others have positions of technological 'leadership' that make vital contributions to human progress - that also gives a little extra weight to whatever it is they want.

I'm sure there are lots of other forms of global 'influence' that could be enumerated.
