A bill has been passed in the House of Representatives and is now in the Senate where it has been
voted on by the members of that house and failed to pass. What happens next with regard to this
bill?

a. The bill goes to the President for review.
b. The bill goes to the people for a referendum.
c. A joint committee of both houses meets to discuss the bill and try to work out their
differences.
d. The bill dies and is thrown out.

The Bill dies if it is not passed in exactly the same form by both Houses of Congress. If the House passed the bill and the Senate did not pass it, it dies. It can be re-introduced in either House, unless it is a money bill, but that might not happen until the next session of congress.
