This is how you distiguish them,

In grammar, infinitive is the name for certain verb forms that exist in many languages. In the usual (traditional) description of English, the infinitive of a verb is its basic form with or without the particle to: therefore, do and to do, be and to be, and so on are infinitives. Prepistional Phrases are prepositions and the noun phrases that follow them. (A preposition is a word that is used with a noun or pronoun to create a sentence that tells you where, when, how, and why.)

A prepositional phrase includes the preposition (e.g. in, on, above, under) and the object of the preposition as well as any modifiers related to either. For example, "The cow jumped over the moon." "Over the moon" is the prepositional phase which has the preposition (i.e. "over") and the object of the preposition (i.e. "the moon").

An infinitive phrase includes the infinitive (e.g. to give, to eat, to go, etc) and the object of the infinitive or any modifiers related to the infinitive. For example, "The court's decision to give the people more rights caused controversy." "To give the people..." is an infinitive phrase which has the infinitive (i.e. "to give") and the object of the infinitive (i.e. "the people").
