That looks like the fan that cools your power unit and that is one that should be running all the time.
If it's not running, you are about to cook your computer, you need to get your machine to an computer engineer and get your machine checked.

It's the fan to the power supply, and yes it's suppose to be running.
Some times faster then others, depending on your computers temperature.
If it's noisy it's cause it's a cheap power supply :) sorry but thats the way it is.

That is your power supply fan. You need a new power supply :-(
