I wondering what is required to start up a television station either in Canada and United States. In addition, I am wondering what is the start up cost?

in either nation, you have to get a licence to use the public airwaves. the number of licences is limited and, in essence, no more are being issued.
thus, you have to buy an existing station to get the licence.
that's several million, minimum
