How did Federalism affect Government Response on 911?

It really didn't come into play. It was mostly a municipal response. The sate and the nation had little to do except implement some unecessary tactics (as it turns out) groundingplanes and calling out national Guard units to protect potential targets which, fortunately, there were no more. The response was from NY city and DC emergency responders and what a job they did.

Reaction to 9/11 was immediate and effective but the damage was already done.
