You must be part p registered, to install electrical sockets or have them tested and certificated.
There are rules about height of sockets above work benches

i'm no longer positive if there's a criminal requirement for a variety of of plug factors in rooms yet decrease back interior the early element of the century a lot of houses in difficulty-free words had one or perhaps 2 plug factors. lately difficulty-free experience tells us to have as many as achieveable because of each and each and every of the kit we've. when we offered our cottage it nevertheless had some sockets that took round pin plugs so we had the whole abode rewired. If this can be a rented position i'd ask the owner to deliver it into the twenty first century by ability of including extra sockets as its risky to plug too many stuff into one.

I think you are getting confused with the regulations for plug sockets in kitchens? As far as I know there is no restriction on height in any other room.

I don't think there's any legal requirement but I think if it's for an elderly person than its recommended that they be 300mm high
