These work on sensor or switch inputs. Generally, if you turn the AC on and the system is working the coolant fans will come on to pass air across the condenser. For the way it turns the fans, there is either a sensor or a switch in the AC lines to tell the PCM to command the fan(s) on. For the coolant part of it, the coolant sensor located close to the thermostat housing sends back the reading to the PCM. At the set temp which is normally around 210C or so, the PCM grounds a relay which sends power down to the fan(s). These usually need to be diagnosed with a scanner.

Try turning on the AC... This usually locks the cooling fans on. As for the temp your fans click on, it's usually ridiculously high on OBD-II vehicles, like 195 degrees or so. Most times when a fan is bad, it will be tough to spin by hand, BUT ONLY TRY THIS ON A COLD ENGINE!!! The fans CAN start with the engine off! If the AC doesn't click the fans on, and the fans spin freely, you will have to diagnose with a voltmeter or test probe.
