3. McKinley was president when we went to war w/ Spain in Cuba. However, what was most directly responsible for America getting involved was the explosion of the U.S.S. Maine in Havana's harbor. Unethical journalists, known as yellow journalists, blamed the Spaniards for the destruction of the Maine. No evidence has ever been produced to support such claims; nevertheless, America's imperialistic motives were so strong, in the late 19th century, that we would've went to war regardless.

Look up Teddy Roosevelt and the "Rough Riders". They are an interesting piece to the "splendid little war", as it was known.

~In doing your research, forget the Committee of Five and look up the Lee Resolution of July 2, 1776. It was by that resolution that the Second Continental Congress declared independence.

As to the Spanish American War, are you asking who was president? Or who led the troops? Or who agitated for military intervention? The question is too ambiguous to answer if I had the inclination to do your homework.

The 23rd chief executive of the USA would be the President between No.s 22 and 24. Look up a list of presidents if that is the chief executive to which you intended to refer.
