My laptop froze up and I turned it off. Then it froze while starting up again. It finally started to reboot, but then made a really weird high pitched squealing noise. I took it in to have it looked at and they were testing the hard drive using the function keys. It was 99% done then started to squeal again, so they shut it off. They want to do a diagnostic check on it which costs $250. Could it just be the hard drive or is it something else?

It's an HP and it's about 3-4 years old

It could be many things.

If it's still under warranty then the diagnostic should be free (if not then you'll just have to pay it if you want it fixed (and it'll cost more to fix whatever is wrong when they find it, if you can't get a warranty repair you might want to consider whether you'd be better off just getting a new laptop)).

It might be the hard drive motor going or it might not.

EDIT: 3 to 4 years old means out of warranty, you're probably better off just getting a new laptop and not bothering with that one (you can of course just restore your backups to the new one).

That depends on how old it is..(what's it worth to you?) The other thing, perchance you have a WD harddrive, you could run their harddrive diagnostic program, called lifeguard..free to download. But, that doesn't sound like an option for you at this point. See if you can get a friend to download it for you??
It's only about 808kb or so..perfect for a floppy.
Here's the link.

When using it..if you do, just be sure not to formatt ur drive.~!
I would rather see you spend the money getting a new harddrive then to spend 250$ for a diagnostic test~!!
Good luck~
