i've been told i wear a 32DD by the lady that measured me at victorias secret, but no where makes that so i have a 34D and it's too big and not big enough.

go to a store and get fitted for the best size, rather than guessing

They best way to tell is go to go the store and Just try some on and see which one feels the best to you.
My gf has about 3 difference size bras but they all fit her the same.

you are either a 32C
or a 34B (both are the same in cup size just different bands)
but really, just go to a bra store and try on 32B's C's, 34 B's and pick otu one that you tihnk fits your best. =]

Your first problem was going to VS, they do NOT size correctly.
You would be a 32C maybe.
I would go to Nordstroms or JCPenney or Sears to get properly sized.
