You might try to id the sink manufacturer and see if they have a spacer that fits down into the hole, but that would be remote. I have not seen such, but you could try the big box home supply stores like Menards, Home Depot, etc, in the plumbing section.
A mixer tap should not be significantly different size than a standard hole, so you should be able to use one. The mixer isn't in the hole anyway, and the two lines should merge just below the hole, within the sink fixture itself.

The green and yellow wire is the earth, that is now a legal requirement, but i wont go into that, and if you do not understand that first part then you should call a plumber. to change the taps you do need special tools or you wont be able to tighten up the new tap, have you seen those taps that when you turn the tap on the entire tap moves that's what will happen and the bigger problem with that is every time the taps move the fixings underneath stand a chance of coming loose and hey presto "flooding" that will cost more to fix than the price of a plumber in the first place.

they make sink hole escutcheons.its a round piece of ss or chrome that fits over the hole at the other is a bolt and large washer or cross piece that tightens it down to the sink.cheap most plumbing supply houses carry them

There are plugs that are made to cover the unused hole.
check the site below. also available at lowes, homedepot, about any hardware store.

You could get a filler plug.
You could put your sprayer there.
You could get a liquid soap dispenser.
You could put the anti-siphon vent for your dishwasher there.

don't laugh.use a cock hole plug. in plumbing supply houses you can order one. we call stops cocks ie:sill cocks, drain cocks, etc. or just tell the guy or girl at the counter what you want it for.
