Hello:
Well we have two words here (mature and individual) to define and I believe your concern is with mature and not individual.
In a word: experience. In most cases it is going to be through experience and trial and error that a person will grow into maturity. This is both because we need to learn how other people will react to the thing we do as well as to see the results of what try to do.
All in all a mature person is going to be considerate of others, they are going to conduct themselves in a respectable manner and they will have some kind of idea of what they are trying to do towards a future. All in all a mature person is going to accept their place in the world and while they may strive for something else, they are going to understand what is going on around them. Really this is a pretty subjective question regarding what is considered "mature" because most will likely consider them selves mature and so whomever they look at will not meet a real standard of maturity, but rather will really just be more or less mature than the person judging them.
I hope this helps

I don't believe anyone can really define mature. It means completing a natural and full growth or development. As far as humans are concerned, who of us can really determine what a natural and full growth of humans is. I think we should all continue to learn and grow as live goes on, so i don't think any of us are completely mature yet.
A mature decision would be one that is carefuly considered and thought out, so that would be a sign of maturity.
