With the ocean levels rising due to global warming, why can't we have desalinisation plants at the coast and either ship or pipe fresh water to drought stricken areas? That should help the farmers who need it for crops and the decreasing rivers.

They are building a second plant here in Western Australia. It is to supplement the water supply to metropolitan houses. I can't see one being built for agriculture, 1 because there are significant pumping costs, 2 because Agriculture requires vast amounts of water and desalination is expensive.
