Giuliani has ties to big oil billionaries, just as Bush does. His ties to the industry have netted him more donations from energy lobbyists than any other presidential candidate.
Giuliani supports the failed and corrupt foreign policy of the Bush administration, and closes his eyes to the vast amount of taxpayer money made by these corporations off the blood of our soldiers.
Giuliani is more of the same 'ol Shiite.
In this regard... allowing big business to influence our government, Giuliani is as neo-con as they come.

Bigtime! if you want the same or very close to what we have had for the last seven years you will vote for Giuliani or Thompson or Romney. If you want change for the better but in a conservative way you will vote for Ron Paul. If you want bigger government you will vote Democrat. But really if you want to change this country in a major way, everybody will not vote for the two major parties and completely change direction.

First of all you need to define neoconservative. This is a term invented by the liberals to make conservatives sound like Nazi's, remember the Neonazi's i the 1980's. So the fact that you even use this word tells me that you are asking the question with a hateful slant.
The answer is no. Giuliani is not a true conservative. He is pro-abortion. That alone makes him not much of a social conservative.
