Sure as long as you're not put on some kind of Chex systems. Chex systems is used for when people have used bad checks and is used by many institutions to verify if the person has a reputable bank account.

Just because you're overdrawn in one account won't necessarily stop you from opening another. As long as the overdrawn bank doesn't report you, then you should still be okay to open another account, assuming you're going to another financial institution. If you're staying with the same bank, then I would imagine you would have to take care of the overdraft before opening another account.

Banks talk to each other. You have a reputation. Auntie Suzy will not lend you $20 when she knows that you already owe Uncle Ted $20 and seem reluctant to pay it back!

If the bank has turned you over to collections, then it's a good bet they also reported you to Chex Systems.

Every bank will check Chex Systems before opening an account.
