This Congress lacks the political will to exercise its Constitutional power to end this war: starve it by cutting off its funding. If they grow the intestinal fortitude to do their job, this president will be forced to come to terms with their demands. Rather than sending him a bill that he will surely veto, they should do what they are constitutionally empowered to do. Nothing else will be effective.
