Of course they are citizens. I personally have never been a fan of children but they deserve better laws to protect them.

Citizen: A native or naturalized member of a state or nation who owes allegiance to its government and is entitled to its protection.
So, yes, it's a no-brainer, children are very much citizens.

Not much to say, except THEY ARE CITIZENS.
However, they do not (and should not) have the full rights of adult citizens because citizen rights must be earned, and children do not have the ability or the opportunity to earn those rights.

Yes and sadly they don't have the same constitutional rights as adults do. It's insane we don't have laws also to protect them from any physical harm at the hands of others like we do for adults. That's why our nation is so violent.
