Elvis was one of the very first, and Sinatra and others also made videos, and musical films have been around for years - hard to say who was "first", but to make it easier, the first music video ever broadcast on MTV was "Video Killed the Radio Star" by the Buggles. Nevertheless, even the Beatles were making musical films long before.

Depends how you define "video on TV." When MTV started, the first vid. they aired was Buggles' "Video Killed the Radio Star." However, it wasn't uncommon in the 70s-80s for groups to make what we'd now call music videos to be shown on late night shows they were "guest starring" on and so forth.
