Yes u can work in most states in the USA but other countries have different laws. In most cases you must obtain a work visa document. In the USA sure you can work if that is what the college or university is offering you in aid. The 20 hrs limit is usually the maximum number of hours colleges want to see college students work so as not to affect your grades and studying habits. But I know of some kids working 40hrs two jobs and maintaining a solid high GPA but they have little to none social time. So be careful having friendships and participating in activities is an important part of college experience. If you need to work, then you need to check with your sponsors and college what options are available to you. Many students will do odd jobs for cash, check your campus employment office for what is open.

That depends upon the countries involved and the form of visa one is carrying. In many cases, an international student on a student visa may not work at all, let alone more than 20 hours/week. In others, it may be perfectly acceptable for the international student to work full-time, if necessary.
