Hello,
I have a windows vista laptop with inbuilt wireless, and have a dell pc (dimension 2400) recently wiped it and reinstalled with recovery disk provided by dell when i bought it.
I have a speedtouch 330 dial up broadband router,
I have established internet with this when its connected to the dell pc.
I bought a belkin adsl 2 + modem with wireless-G router to make a network,
I dont know where to start as i am inexperienced with vista.
currently I have the filter plugged in etc with internet working on the dell, but would like to connect the dell pc directly to the Belkin router and let the laptop connect to it wirelessly.
It connects to the router but is "local only" even when the adsl phone line is directly plugged into the router.

"Dial Up" is not referring to any kind of broadband but since you know for sure ADSL (sure+ since you refer to a "filter") but with ADSL using PPPoE it is standard you have login/pass pair given in your service welcome package, whatever the form of delivery is.

This Dell PC has a network (Ethernet, RJ-45, 1.5cm in width plug) then hook everything up accordingly:
wall <---> Belkin combo router/modem <-+-> your Dell PC
|-> your laptop
I am not very sure if that Belkin combo device made any financial sense but if you are sure it is a combo device not a normal single device then it made that Speedtouch modem redundant.

Read Belkin's manual for the combo device and how to configure software settings, it should refer to that login/pass you have.

starting from your phone outlet; filter, dsl line to dsl modem,
modem to wireless router, desktop to router and your laptop will connect automaticly to the router unless you encrypt it which is recommended. if you encrypt it you will have to enter the code into laptop for the connection. (this is a one time accurance).
