Because,
she sells cheaper seashells , by the seashore, which could be a place where you cant get near. So she packs em up and sells to whomever she can.She's trying to make some money or maybe,

If she sold seashells on the seashore, perhaps she went early in the morning and picked up all the best ones, like the tourist shops do. :)

No no no no ....these are "special" sea shells.
Each of them is unique, crafted individually by mollusks who are trying to support their very large families.
Just look at this beauty...made by the mother of 1200...
Those little ones would love to have even 1 crust to share...
They don't cost much and just think of all the good you can do....

Because, and I am not joking, sailors and seamen in general have a 'superstition' that picking up sea shells and taking them home is bad luck. However, if you buy them, they don't entail bad luck.
So that's why you shoudl never pick up sea shells and take them home, I've never done that because my dad was a sailor.

you can't pick them up and take them away because they belong to the local council in effect it's theft so she would need a licence to sell them. recently someone was taken to court for taking pebbles off the shore for their garden sounds daft but there you go
