This is when I try to install a remote printer.

This is part of VISTA's Users Account Control (UAC) for short. One of the more aggrevating items in getting used to VISTA!
You simply have to "promote" yourself to the administrator (even though you think you are -- you aren't) to install and change certain settings. Remote printers are one of those items.

Try, when adding your printer, to right click and then check - RUN as Administrator, before you add your network printer.

Or login as the "real" administrator.. with VISTA unlike XP your "admin" user account is not the same as Administrator!

Vista is a "network" program. You unknowingly set it up that way.
