I can't make out whether this is supposed to be a question or an instruction or order. If it's a question, we usually say things like Please....., Could anybody suggest ways..... or something like that - not just plough in as though you are a school teacher ! ! !

make job opportunities available to people with learning difficulties, educate possible employers, provide help for issues such as bullying, provide adequate and suitable housing, in other words make sure their disability does not interfere with them living what society sees as a 'normal' life.

I help record books for Recording for the Blind & Dyslexic (www.rfbd.org). A lot of children do better with "Learning through Listening." They can listen to their textbook and learn from it, they don't have to be good readers. Once they learn the material, they can get good grades, they get better self esteem, and they can get good jobs and give back to society.

is this a homework question by any chance?
I think more education and exposure would help but without being sure what the 'disabling effects' actually are, it's hard to answer this question

I think all parents can help by explaining to their children that some children have more difficulties than others and that it is not their fault in any way. They should teach them to respect these children and try to help them whenever they can. Kindness costs nothing.
