Well for Florida.... you can live is South Florida. That is where Miami, including S. Beach, Fort Lauderdale, Palm Beach, or the FL Keys. We have a very diverse culture here, great food, jazz and dance clubs, great high rises and condos, and beaches. You will find the Seaquarium, the Planetarium, Ancient Spanish Monestary, and Vizcaya in Miami. The weather is pretty much same year round here. The University of Miami (the Hurricanes) is down here.
In Central Florida, there is Orlando where the Disney and Universal Attractions. Further west is Tampa Bay area another nice metropolitan area. In Orlando is University of Central Florida (the Knights) and in Tampa is the University of South Florida (the Bulls). Tampa also has Busch Gardens another major attraction for Florida.
In North Central Florida is more rural and peaceful. You will find the the top school, University of Florida (the Gators) in Gainesville.
In Northeast Florida is Jacksonville, you can call it more like the Miami of the North. It is really developed and is the largest city in Florida. St. Augustine is also in this area.
In Northwest Florida we have Tallahassee the state capitol with Florida State University (the Seminoles) there. Further West is the City of Pensacola.
The Hurricanes are not as bad as they make it seem here. We didn't have any major hurricanes in the past 2 years and nothing major in the past 5 or more years. We have as many devasting hurricanes as Cali has earthquakes. OUR GROUND DON'T MOVE. (I'm more terrified of earthquakes than hurricanes).

California really does have it all. You can choose to live in northern California which has cleaner air and a quieter pace of life, but can be lacking in good jobs and cultural aspects. Or you can choose to live in the Bay Area or Southern California and deal with more pollution, traffic, and congestion; but have better access to good jobs and all the cultural events. Ideally, you would probably want to live in one of the many towns that are relatively small but are within a 30-60 minute drive of a major metro area. Regardless of where you live in California, you are within close proximity to almost any recreation activity you could want.
Can't speak for Florida because I've lived in California my whole life.

i'd say Tampa Bay section. Orlando is sooooo crowded and the traffice is easily depressing. The Tampa Bay section includes the outer factors including Clearwater, St. Petersburg, etc.. and that they have plenty to furnish, with out the "enormous city" sense. There are lots of eating places, seashores, etc...
