Both. But unfortunately a lot of men are not all that responsible when it comes to sex. So as a previous answerer said women are the last line of defense and it's up to them to insist on protection (for reasons of STD prevention as well as contraception) if the guy doesn't take responsibility.

If a man doesn't want to make a woman pregnant, he should use contraception, and vice versa!
Also, there's the big worry of STI's and STD's, so a condom should always be used, regardless of what other contraception is used!

This is a hot topic too be sure. I would have to say the woman because SHE must carry the child they create. If she does not want to get pregnant then she should not put out. If during the heat of the moment she wants to bang some dude she must still carry the baby so she decides what contraception is used.
