Commercial grade means it can be used in a business setting. That means that it is of a sturdier quality than you might buy for the home. Your Christmas lights would stand up to the long-term use they'd get in a commercial business and should stand up for more years. You often hear this term with carpeting. Commercial grade carpeting is meant to be walked on all day, every day, by hundreds of people, whereas residential grade might be softer and plushier, but will not stand up to all that traffic.

Usually, for something like that, commercial grade refers to the fact that the product will stand up to more use, longer and better.
