Doesn't cost much to replace the bolts but there,s some work involved. Change the wax ring while your down there.

Either replace the bolts as stated prior to this or simply get a dremel tool with a small wire wheel to clean and then cover with the plastic caps.

They make decrotive plastic caps to cover the metal bolts, even have colors! For now put some baking soda & a little wateron it. It should eat the corrosion or at least it does on a battery post.

if you really want to solve the problem just take the nut and washer off............go to plumbing or hardware store and buy the caps that snap on to the toilet...........you put the piece the cap snaps to first on the bolt then the washer then screw the nut down then take a hack saw and cut the bolt off right above the screwed down nut then snap the caps on.........problem solved.............
not hard at all and should only take 5 to 10 minutes............

Clean the bolts off as well as you can, be sure they are dry and paint them several times with finger nail polish. You pick the color. This will keep them from rusting.

You may have to replace the bolts, but you can get these little plastic snap on covers for the bolts so that it won't happen again.

Replace the bolts with solid brass bolts. You're not going to do it with cleaning solution and bleach - if anything, it will make it worse.

Maybe some WD-40 would help.
