You should upgrade your network security suite and config it to higher security level or profile.

I am not sure on your background but you can always get advice from supplier.

The most easy to use is Norton Network Security suite. The default setting is quite good. However, the firewall mode should be set to "denial all but accept permitted"

Then, you need a good browser & e-mail also. IE7 would be a reasonable choice if you have no choice. netscape would be better.

If you don't want so many thing, change your machine to Mac. but the firewall in Mac. should still be set to "Block all except permitted". In addition, you still need an anti-virus for Mac. or even McAfee net-secure for Mac.

(remark: as more people is going to use Mac. it is no longer save; investing on a good net-security would be a definite requirement in coming time.)

The best way to keep safe after a hacker's intrusion is to make sure you have a good firewall program installed.

Windows Firewall only protects from incoming activity and not outgoing .

Best you make sure that your installed and enabled Firewall does both. If not get one.
