OK, If that were true then it would make sense to outlaw tobacco completely.

No, the amount of taxes goes above and beyond the cost of sick smokers. By the way, Do you realize that the government subsides tobacco farms?

Almost all tobacco tax money goes for anti-smoking education programs, and for health costs of uninsured people (as some of them are smokers, and somehow it evens out). The states also pay for smoking cessation classes, and for patches for uninsured smokers who want to quit. Each state develops its own programs, but most follow this model. No one is "making money" gratuitously on this.
Similarly, gas tax revenue goes for fixing roads and highways.

They tax tobacco heavily so that people will stop buying them as much, and if they so choose to buy them than they will be making the State a profit.

remember licensening is a great revenue raiser for them also all the sickness keeps the hospitals and doctors etc busy also. if they were really concerned about it they would stop licensencing and all probs solved and they no this but havent done it have u got your answer yet? for a government to be concerned it must first care for its people. but running for gov means looking after yourself first to get there and elected not worring about others that would get them nowhere.

well obviously they figure they can get money when the smoker is sick and also when the the smoker buys the pack. Just because its less money doesn't mean they wont do it.
