Of course I would. As a matter of fact, a friend of mine put eyeliner on her boyfriend as a sign of protest against our principal. (see my response to "Cosmetics, no longer a women's domain?")
If I were to help a guy, I'd give him eyeliner and dark, but subtle, shadow. And if by chance he wanted cover-up or something, I'd say something not too noticable like Bare Essentials or something.
But that's just me...

Yes. I have done it in the past to make some drag queens look more feminine and less painted up. They looked great.

My brother has really splotchy skin and I let him use my foundation. It really upsets me when he uses the incorrect make up brushes, but I bought him his own set. He basically uses my foundation to make his complexion smoother and more even, nothing really weird.
