Existing democratic theory in the US is that they--the representative aristocrats--manage our lives once they buy their way in and deceive us into voting for them. Democracy--the rule of the people or at least meaningful participation in goverment by not only voting on predetermined issues but actually deciding what's important to vote on--is feared by aristocrats today because they have no faith in people running their own lives.
Freedom of speech and beliefs might be feared because the public would then not be fulfilling their passive and consumerist role.

I assume you're talking about other countries and it's because certain people hold political power even though it is not the will of the people. The people will not stand up against their leaders for fear of prison or death and many families fear it because they are somehow connected to those with power and feel safe from harm or persecution.
