Yes, it's better to be underrated.

To be underrated means you have loads of skills and talent, but you're not pushed enough by the company.Still, people have respect for you.(eg. Shelton Benjamin)

To be overrated means you have barely enough skills to make a 5-minute match entertaining to watch, and you're still constantly being pushed by the company even though you clearly do not have what it takes to become a main-eventer.
(eg. John Cena)
An overrated one usually ends up in such a situation:

It is way better to be underrated cause ok that sucks for you as a wrestler but people are giving you possibly more credit than if you had accomplished some things in your wrestling carrer.

If you are overrated from the other hand, youu can't avoid of being bashed almost all the time and hear harsh comments about you..

To tell you the truth though,in some occasions the facts that counts in the end are the championships an accomplishments of the wrestler in these days.Back in old school days we had so many great athletes and people are still giving them enough credit like to Mr.Perfect,Arn Anderson and many more...

As the situation comes to these days, the things have changed.I don't think that in 20 years from now people will talk about Shelton Benjamin like we are talking for Arn Anderson right now...

Underrated.

In terms of Professional Wrestling, it would be best to be underrated and surprise someone, simply for the fact that overrated people tend to be hated. Underrated people can always be a shock to viewers, while overrated people seem to be boring,

Far better to be underrated because you will surprise people by what you accomplish.

Being overrated means you'll never live up to expectations because people will always expect better than what you can actually deliver.

This is true in any aspect of life, not just pro wrestling.
